The goal of this study is to synthesize evidence from studies on menthol bans in the form of a causal loop diagram (CLD) to visualize the impacts of a menthol cigarette ban on tobacco use, as well as the complex factors that may reinforce or mitigate ban effectiveness over time. Data used for this study were obtained from two systematic reviews of studies assessing the public health impacts of flavored tobacco product bans, which we updated. We also evaluate the strength of the evidence for the relationships visualized in the CLD to understand where findings across studies are consistent and to identify where more research may be needed. This CLD may be used by public health practitioners and policymakers to proactively address factors that may support or limit the intended public health impacts of menthol cigarette bans.
